According to Active Travel England new guidance is under consideration that would press local authorities increase the time allowed. Just before the pandemic the Department for Transport recommended the assumed speed at which people cross a road be lowered from 1.2 metres to 1 metre per second – but few authorities did so. Active Travel England, the government executive agency responsible for encouraging walking and cycling, is expected to link compliance to funding.
